The Bargain over the constitutional rights of 165 million hostages

In Pakistan the members of the civil society still ask why the U.S. policy makers presume that anyone other than Musharraf will not fight the war on terror effectively enough, and that the Supreme Court of Pakistan will actually set some terrorists free so that they can come and take over Islamabad (at the moment they are only 3 hours away from the Capital). Isn’t it correct that civil society was Musharraf’s only support in the War on Terror? Do the U.S. policy makers actually believe that the War on Terror can be fought and won without the support of the civil society in Pakistan?
